[Feature] Adds Empire State Manufacturing Survey (FRED)

1. Why?:

   • Curating more regional Fed series, adding a widely-followed survey from the NY district.

2. What?:

   • Adds new endpoint:
     • obb.economy.survey.manufacturing_outlook_ny
   • Survey topics - 'topics' param - are slightly different than the Texas version, but the response output is the same.
   • Boolean parameter for selecting Seasonally Adjusted data.
   • Outputs: Diffusion index, and the % of respondents expecting an increase/decrease/no change.

3. Impact:

   • Makes it easier to pull this data from FRED.

4. Testing Done:

   • Unit/integration tests.
