The validation pipelines are currently experiencing an error - new PRs will not be able to be merged until the pipelines resume operation

This is an informational run. There was an internal error preventing Azure Pipelines from determining if the pipeline should run. If you expected this pipeline to run, please try again later.

(bit of an offtopic) can you please take advantage of the failed pipelines and prevent a piece of brown matter from hitting the proverbial fan?

GIMP v3 has been added to the manifests as an ordinary update to GIMP v2 but is not an actual upgrade and will install in addition to v2 instead of doing an upgrade.. thus it should have been published as a completely new winget package, not an upgrade to v2

Then, the manifest should be readded, possibly as GIMP.GIMP.3, with current GIMP.GIMP manifests possibly being moved to GIMP.GIMP.2. Can these versions be installed side-by-side? Edit: It appears possible.
