How to limit the size of udp packets sent by msquic?

Some users' network have problem of processing udp packets of moderate size(over 1000 bytes), so I want to limit the max size to 512.
I did the following, but without effect.

QUIC_SETTINGS settings = {};
...
settings.MinimumMtu = 512;
settings.IsSet.MinimumMtu = TRUE;
settings.MaximumMtu = 512;
settings.IsSet.MaximumMtu = TRUE;
status=msquic->ConfigurationOpen(quicreg,&Alpn,1,&settings,sizeof(QUIC_SETTINGS),0,&quiccfg);

That's not allowed, per protocol. QUIC must be able to use at least 1200 bytes.
