Community Provided Packages?

Would be good if Stability Matrix would support community managed packages for Stability Matrix.

Most low cost way to support this would be repo-as-a-package model:

• community packages are separate repos
  • a community managed stability matrix meta repo (like how asdf community works)
  • discovery of packages can be from official embedded + the meta repo
• some manifest file required
• perhaps the lifecycle of the packages is provided as lua?

Yeah I was thinking this just the other day, I wanted TTS and didn't want to use docker, pinokio or manually install python and stuff just for it. So many good projects that would be cool to add. I like the way stability matrix contains it all, links stuff and doesn't have it spread about.
